La reincidencia en las excarcelaciones de alto riesgo (2014-2016)

El año 2016 se publicó la primera edición de la investigación que recoge la reincidencia de los casos excarcelados de alto riesgo (recogido en este mismo catálogo), que trata sobre las personas que habían salido de prisión con la aplicación del protocolo que se menciona en el informe entre los años 2010 y 2013. El estudio quería evaluar la eficacia del protocolo y procedimiento de trabajo para la excarcelación de internos con riesgo alto de reincidencia delictiva violenta. Estas personas normalmente salen en libertad definitiva directamente de la prisión desde primero o segundo grado penitenciario o para estar cumpliendo medidas de seguridad, sin haber hecho un retorno progresivo y supervisado en la comunidad (como puede ser a través de la libertad condicional o el tercer grado) y con un pronóstico de alto riesgo de cometer una nueva reincidencia violenta.
El que ahora se presenta en este estudio es el segundo informe de actualización de los casos que salieron entre 2014 y 2016. El estudio ha seguido el conjunto total de esta población de alto riesgo (N=352 casos) y se han añadido dos muestras de control seleccionadas de riesgo mediano (n=355) y bajo riesgo (n=365). En total el estudio muestral suman (n = 1.072 casos) seguidos desde el momento de su libertad definitiva en los años de referencia (2014-2016) hasta el 30/09/2019, fecha de cierre del trabajo de campo. El periodo de seguimiento por saber si habían reincidido va de un mínimo de 2,7 años hasta un máximo de 5,7 años. La media se sitúa en 4,2 años, con desviación típica de 0,8 años.
El lector encontrará no solo los datos de reincidencia, sino la comparación de las características criminológicas de los 3 grupos, la comparación con el estudio anterior además de un seguimiento longitudinal de los casos de aquel primer estudio. La metodología cuantitativa se complementa con un informe cualitativo donde se recogen las principales valoraciones sobre el funcionamiento del protocolo que hacen los diferentes agentes intervinientes (servicios penitenciarios, servicios de atención a la víctima, Mossos d'Esquadra, Fiscalía, etc.)
